GARDEZ, Afghanistan — A suicide car bomber killed at least three intelligence officers in an attack on a security convoy on patrol in eastern Afghanistan on Thursday evening, officials said.

No militant group immediately claimed responsibility for the attack in Paktia province, which also left 19 civilians wounded and several nearby stores partially destroyed, according to Mohammad Halim Fidayee, the provincial governor.

The convoy was targeted while on patrol along the main highway linking the provincial capital of Gardes with neighboring Khost province.

The attack comes as Afghan government representatives and the Taliban have made progress in peace talks underway in Qatar, following a three-month impasse, and this week agreed on rules and procedures for the negotiations.

They are now discussing what issues should be on the agenda of the negotiations. The talks are a U.S.-brokered effort to get the warring sides to negotiate an end to the country’s decades of war and violence.

There has been a sharp rise in violence this year, with a surge of attacks by the Taliban targeting Afghanistan’s beleaguered security forces since the start of peace talks in Qatar in September, as well as attacks claimed by the Islamic State group.

Update, Saturday 11:25 a.m.: Police in Bartlesville identified the man shot by officers as 25-year-old Tyler Scott Thomas Rollins. A news release indicates that Rollins is listed in what has been described as stable condition at a Tulsa hospital.

The story as it appeared in Saturday’s print version is below.

Bartlesville police officers shot a man Friday evening after he reportedly pulled a gun while fleeing on foot.

The shooting happened about 7 p.m. Friday near the Casey’s General Store at the intersection of Madison and Adams boulevards, according to a news release from the Bartlesville Police Department.

Officers made contact with a man reportedly wanted on two felony warrants at the convenience store’s gas pumps and observed him in a black Ford Edge reported stolen Thursday. As officers approached, the man fled on foot and during the foot chase pulled a firearm on the two pursuing officers, according to a news release.

Both officers shot the suspect, who was taken to a Bartlesville hospital before being transferred to St. John’s Medical Center in Tulsa. No information was available Friday night on his condition.

Neither the man nor officers who shot him have been identified as of Friday night, and the Oklahoma State Bureau of Investigation is handling the investigation, according to a news release.

A tire hit one officer in the foot and a mirror struck another officer in the side; both are OK, said Steve Linders, a St. Paul police spokesman.

It began in the North End, at West Maryland Avenue and Arundel Street, about 5:30 p.m. when officers from the Gang and Gang Unit looked in the vehicle next to them in a parking lot, according to a police report. They saw a passenger who was a suspect in an October shooting and officers exited their vehicle to try to take him into custody.

The driver roared away, also hitting the open door and quarter panel of the officers’ unmarked squad, Linders said.

Police pursued the vehicle, which drove to the West Side and struck a parked car near Smith Avenue and Page Street. The people in the vehicle ran away.

Officers discovered a loaded gun on the driver’s side floorboard, the police report said. In a search of the area, police found two suspects nearby in the 700 block of Orlando Street.

Police arrested the 16-year-old suspected of being the driver and the 17-year-old suspected in the shooting at 6:30 p.m.

In the Oct. 29 shooting near Rice and Milford streets, a 28-year-old man was wounded in the foot. Police found the man, along with his crying wife, and their 3-year-old daughter. The girl was in her carseat in their vehicle when it appears gunfire narrowly missed her, Linders said.

Officers located evidence that the man was loading groceries in the family vehicle when a group of teenagers began shooting at each other and he was struck in the crossfire.
