Phoenix police arrested 35-year-old Steven Orona on suspicion of shooting a motorist who died after a single-vehicle rollover crash in the area of Seventh Avenue and Gibson Lane in September.

Detectives developed probable cause during the investigation to arrest Orona on Thursday in connection with the shooting and crash, Phoenix police said Friday in an email.

Orona reportedly admitted shooting the victim, 39-year-old Larry Milligan, who was the driver and sole occupant of the vehicle, the police email said.

According to court documents, at around 1:46 p.m. on Sept. 24, Orona pulled up to Milligan’s vehicle and fatally shot him once in the head while he was driving north on Seventh Avenue after a possible road rage incident.

Milligan’s car rolled over in the roadway, according to court documents. Police officers checked his condition and found a gunshot wound. Phoenix Fire Department personnel pronounced him dead at the location.

Police secured video of the moment a green Toyota RAV4 pulled alongside the victim’s vehicle and fired once into the open driver’s window, the documents stated. 

Orona’s girlfriend, who was in the vehicle, later told police that Milligan had “tried to push their vehicle out of the lane of travel,” according to court documents. 

Neither Orona nor his girlfriend called the police or stayed at the crash, according to court documents. Orona told police he believed he was protecting his girlfriend from Milligan and saw a handgun. 

Police did not find any firearms, firearm accessories or ammunition inside Milligan’s vehicle, court documents stated. 

Orona’s RAV4 was later found at the Buckeye property belonging to his girlfriend’s family, and the handgun was located at Orona’s house, according to court documents. 

Orona was arrested Thursday and booked into a Maricopa County jail on suspicion of first-degree murder and a drive-by shooting. His bail was to set to $1 million, and his preliminary hearing is scheduled for Nov. 23.
