SACRAMENTO — Maya Katz-Ali said she never thought she would be able to afford an electric car. She thought it was something unattainable, something for the elite.

And in many ways, Katz-Ali is the opposite of a typical electric-car buyer in California: She’s 26, a woman and a person of color, and she doesn’t earn a six-figure salary. The Oakland native expected to drive her 1992 Volvo until it died.

That all changed last month, when Katz-Ali traded in her car for a new Honda Clarity plug-in electric hybrid with a fraction of the Volvo’s emissions. She bought it with the help of a state subsidy program.

“There’s lots of ideas that you have to be of a certain income bracket to be able to even think about” an electric car, Katz-Ali said. “It’s not just a Tesla thing. It’s not just a higher-class, higher-income thing.”

Electric-car advocates say her initial perception speaks to a diversity problem that the state must solve to reach Gov. Gavin Newsom’s goal of banning the sale of new gas-powered cars starting in 2035.

California drivers who buy electric vehicles overwhelmingly fit a narrow demographic profile. Most are male, white or Asian American, and between the ages of 30 and 49. The majority earn more than $100,000 a year and live in expensive coastal areas.

That’s according to data The Chronicle analyzed of buyers who received electric car rebates from the state Air Resources Board, California’s air-quality agency. The rebates, which can total several thousand dollars, are available to people whose income is below a certain level and have not received earlier rebates.


About half of Californians who buy new electric cars receive rebates from the agency, so the data doesn’t include all buyers. However, it is the largest public source of demographic information about electric-car buyers in the state and is a detailed snapshot of the market.

The stereotype of “Silicon Valley dudes buying Teslas” is part perception and part reality, said Lucy McKenzie, a consultant who co-leads the San Francisco chapter of Women of EVs, a group for women who work in the industry.

“There’s widely been a view of electric vehicles as toys for wealthier folks,” she said. “There is a lot of work in California going on to try and highlight that that is not the case.”

Newsom signed an executive order this fall setting the 2035 deadline, the first mandate of its kind in the country. The mandate applies only to new vehicle sales; drivers will still be able to buy and sell used gas cars.

Still, the deadline is ambitious: Only about 6% of new cars sold in the state now are zero emission.

“To get to that (2035) goal, you pretty much have to start getting to everybody who buys cars,” said Ken Kurani, a researcher at the UC Davis Institute of Transportation Studies. “We need to be moving very rapidly. We do need to get out of that narrow band of people.”

We are long, long time away from widespread use of self-driving cars, though governments around the world are trying to get ahead of the game with regulations. In the US, any steps have been minimal at best, but now, it looks like the National Highway Traffic Safety Administration is ready to take a real step forward.

On Thursday, the agency announced it’s now seeking public comment on “the potential development of a framework of principles to govern the safe behavior of automated driving systems.” To be clear, whatever the NHTSA has come up with so far is nowhere near final, but it wants the public to have its say on possible proposals to create future regulations. 

These early proposals seek to “define, assess and manage the safety of ADS performance while ensuring the needed flexibility to enable further innovation.” Today, companies and automakers working on self-driving cars largely play by patchwork regulations across state lines. One cohesive blanket of regulations will definitely be important in the future.

The agency underscored that self-driving systems will be unlike any automotive system in use today, so it wants to ensure the public has its chance to speak on the challenges surrounding the technology. Concerns on security, safety and even privacy are all fair game.

Once the period for public comment closes, NHTSA said the feedback could help shape future policies, but any major decision is still likely years away.

Bicycle Therapeutics Announces Settlement of Patent Dispute with Pepscan Systems B.V.

A 38-year-old woman was found Thursday on a highway in North Carolina with severe injuries after law enforcement said she escaped from the trunk of a car during an attempted kidnapping.

Now two people are in custody and a third is on the loose.

Deputies were called to U.S. Highway 220 in Madison, North Carolina, just after 8:15 a.m. Thursday in response to a reported assault and kidnapping, the Rockingham County Sheriff’s Office said in a news release. Madison is about 45 minutes northeast of Winston-Salem near the Virginia border.

Authorities found the woman injured in the roadway. She was taken to a hospital in the Triad, according to the release.

The sheriff’s office said three people allegedly kidnapped the woman from her motel room at the Budget Inn off Highway 220 and put her in the trunk of a car.

“After the vehicle had traveled about 200 yards, (she) was able to open the trunk and jumped from the vehicle, which was moving at a high speed at that time,” the release states.

Deputies arrested 21-year-old Takiyah Kenyhata Broadnax and a person under age 18 in connection with the alleged kidnapping. Both face charges of first-degree kidnapping, breaking and entering, and assault inflicting serious injury, according to the sheriff’s office.

Broadnax was taken to the Rockingham County Detention Center and issued a $507,500 bond for the kidnapping incident and violating probation, officials said. The minor, whose identity was not released, was taken to the juvenile detention center with a $257,500 bond for the kidnapping incident and violating probation, the release said.

The sheriff’s office said the investigation is ongoing, and a third suspect has not been found.

CHICOPEE — The city will join the region’s bicycle sharing program in the spring, providing a link between multiple communities that have joined the service over the past two years.

City officials started the process to join ValleyBike last year, but the COVID-19 pandemic created multiple delays in getting it up and running.

“We jumped on board. We wanted to be part of it and a lot of people were asking about it,” said Nathan Moreau, associate city planner. “We are filling in a gap in service.”

ValleyBike began in 2018 with electric-assist bikes that can be rented from docking stations in several communities. People can pick up a bike from one place and drop it off at a different docking station when they reach their destination.

Bikes are rented often through a cellphone app. Rates range from $2 for 30 minutes to $90 a year to take unlimited rides of up to 60 minutes. There are a variety of membership plans people can use and discounts for students and those who live in public housing, said Wayne Feiden, Northampton’s director of planning and sustainability and one of the officials behind ValleyBike.

Last year the bikes were ridden about 196,000 miles. Some ride them for commuting, shopping or to do errands. They are used a lot for recreation based on the fact they are rented most often on the weekends, Feiden said.

“We want to give people transportation choices,” Feiden said. “There is no question it is reducing vehicle trips, and although it is electric-assisted, you have to peddle some so it is giving people exercise.”

ValleyBike now has a presence in Amherst, Easthampton, Holyoke, South Hadley, Northampton and Springfield, with the University of Massachusetts Amherst providing the most riders.

The addition of Chicopee is an important link in the program since it is in the middle of Springfield, Holyoke and South Hadley, Moreau said.

The three docking stations will be across from City Hall, at Rivers Park off Meadow Street and in the island at the intersection of Church Street and Broadway, where the monument topped by a giant granite ball honoring Gen. Arthur MacArthur sits.

The three locations were selected because they are crossroads that lead in multiple directions people may want to go, Moreau said.

The one at City Hall is at the start of a short bike path that runs along the Chicopee River. Past Grape Street the path turns into a gravel road that is not officially part of the bike path but is used as such and connects to Szot Park and the Chicopee Senior Center.

Rivers Park is a few streets over from a proposed bike path, scheduled to be completed in April 2022, that will run along the shore of the Connecticut River.

A $1.1 million federal traffic congestion mitigation grant is providing the money to expand ValleyBike into Chicopee as well as Hadley and West Springfield. It pays for things such as bikes and equipment for the docking stations, Feiden said.
